SOLAS VGM information for Colombia
Government approval status:
- The tolerance between the VGM submitted by the client versus the weight registered at the marine terminal should not exceed 1 ton.
- Controls can be random
- All scales for the VGM providers must be duly certified
- Containers can enter the marine terminal without a VGM, but this should be reported while in terminal before loading.
What to include in your VGM instructions?
- Booking number
- Container number
- VGM + unit (Kgs)
- Authorized person’s signature (submitter of the VGM who may be authorized to act on behalf of shippers)
- Responsible party name
How to submit your VGM instructions?

Admin fees and costs:
MSC will apply an administrative fee in the following cases:
- VGM is submitted late, after the aforementioned deadline. Will be USD 50 per BL
- Misdeclaration fee when MSC finds a discrepancy between the VGM submitted by the shipper versus the weight registered at the booking.

MSC STATEMENT
SELF-MANAGE AND DOWNLOAD YOUR STATEMENT IN 2 SIMPLE STEPS

2. Select the "Account Statement" option and enter the corresponding dates. You will be able to download the report in PDF format.
Import Cargo Release & Reefer Information
Import:
Release Certificate
In Colombia, cargo is released by customs and terminals upon the presentation of an original bill of lading and the release certificate from the liner or agent. To get the release certificate, please present to MSC Colombia port office the following documents:
- Original + copy of bill of lading:
- If a customs broker is going to perform all customs clearance and release process (customary in Colombia) a notarized letter of authorization is required. This document must be written in the consignee's letterhead and signed by the legal representative of the company authorizing the customs broker to represent the consignee in all matters related to the clearance and release of the cargo.
Equipment Interchange (Report) Receipt- EIR (Comodato)
EIR or "Comodato" is a document that establishes the rules and conditions of the use of MSC containers by the importers after the discharge of the cargo. It establishes the place, condition, and time for the return of the units which are the property of the line.
This document must be delivered physically to the port offices duly stamped and notarized by the legal representative of the company. This EIR must be issued by the customer trough our web payment portal and send it to request the release of the Cargo to our port offices in Buenaventura & Cartagena.
For a quicker procedure, we ask you to request the EIR document as soon as you have information of the arrival of the cargo (do not wait until cargo is customs cleared to request it). All you need to do is present a letter to the MSC port office requesting the EIR(s) and providing BL and container(s) number(s).
Customer must send the EIR (Comodato) to the correct channels, requesting release of the cargo:

To proceed with the release of cargo in the ports of Buenaventura & Cartagena. Remember that you need three documents that must be authenticated and signed by the legal representative of the company prior the request of the release:
- Import EIR (Comodato): This document on the consignee letterhead is necessary for the signing of the EIR (Comodato) and subsequent release of your shipments at our port offices.
- OBL import document: This document on the consignee letterhead necessary for the delivery of original BLs in case the Bls are issued in Colombia.
- Letter of authorized functionaries: This document must be made on the letterhead of the customs agent and signed by its legal representative.
Note: These documents must be physically delivered at the following address Bogotá: Carrera 9ª #99-02, Edificio Citibank oficina 502B. Buenaventura: Carrera 2ª #3-19, Centro empresarial del Pacifico oficina 208. Cartagena: Manga, Calle 25 # 24 A-16 Edificio Twins Bay, oficina 1703. Remember that the documents must be authenticated and signed by the legal representative.
Printing of Original Import BLs:
Please be sure your shipper has requested on MSC Origen to print originals of BL in Colombia.
You can check if we have received instruction with our Import Documentation department. Calling 60 + (1) 6288800 option 5.
Requirements:
Paid charge of USD 61 + VAT (19%) at the valid rate of exchange COP/USD of the day of payment
When the importer is not a company but a person, the above-mentioned letter is required along with a copy of ID or passport. Official authorization is sent by the MSC port of loading office requesting the issuance of the OBL. We kindly ask you to follow all steps of the procedure to avoid delays.

Please present an original notarized letter from the shipper authorizing the customs broker to take delivery of the full set of documents.
Reefer’s conditioning:
As from April 2012, there is a charge for conditioning reefer containers. This charge replaces the presentation of guarantee. Please pay this amount upon cargo release. Amount USD 125 + VAT (19%) per container.
Please note that as from day 4th of discharge a monitoring charge will be generated.
Prohibited Cargo

Export:
The dangerous goods declaration must be presented by the shipper and be duly signed. once done, a booking request is sent to Antwerp to obtain approval for the cargo.
Import:
Dangerous cargo arriving must be cleared from the port immediately. please send the dangerous goods declaration to port of discharge as soon as possible, keeping Bogota office in copy. As indicated, and by regulations of Sociedad Portuaria regional de Buenaventura and Cartagena, the following cargo must be discharged directly to truck, meaning must be immediately evacuated from the port:

- Radioactive Materials
- Precursor Chemicals to Colombia
- Precursor Chemicals:
These chemicals must be reported to Colombian drug enforcement agencies when they are transported in transit through Colombia or discharged in Colombia. you have to pre-advise us of the relevant chemicals at least 48 hours prior to the arrival of any vessel so that we can advise authorities accordingly. failure to advise can be construed as benefiting drug related activities.
